However, you can only accept one seat at a time, and you need to follow the rules of both MCC and the respective state counseling authority.
What is the fee structure for MBBS/BDS courses in government and private colleges?

NO, you can not get admission through offline counseling. Counselling is done through Online mode.
Can I apply to medical colleges in abroad with Low NEET (Just Qualifying Score) score?
Yes, you can get admission in many abroad colleges and universities that are available for Indian students to pursue MBBS programmes. The fee structure of medical colleges abroad is less than several private colleges in India.
Is qualifying NEET, a mandatory criteria to get admission in Abroad countries?
Yes, qualifying NEET is mandatory.
US, Uk, Canada, Germany, and Scandinavian countries have their own criterias also to accept medical students. Whereas in countries like Kazakhstan, Nepal, Russia accept students with NEET qualification.
